- Overall responsible for the Institute and personally responsible to the Minister of Agriculture & Rural Development on the entire operation of the Institute based on the functions and duties assigned.
- Direct charging of organization and personnel; planning and finance; foreign affairs and strategic direction of the Institute on science and technology development; Cooperation with other organizations of related Ministries/Sectors, and perform other duties assigned by the Minister.

Department of Administration,
Department of Planning and Finance
Department of Marine Fisherie Resources; Scientific working at Department of Marine Fisheries Resources.
- Secretary of RIMF’s Party Committee
- President of RIMF’s Council for Emulation, Commendation and Discipline
- Leader of the Vietnam - China experts on marine fisheries resources.
- Commander of RIMF's self-defense platoon
- Member of the Executive Committee of Science and Technology Program Hai Phong City
- In charge of CITES scientific agency on behalf of RIMF
- Doing other tasks assigned by the Minister of MARD

- Responsible for cooperation with other provinces, enterprises and fishermen;
- Member of Science and Technology Sub-committee (speciality: Fisheries) under the Council of Science and Technology of MARD
- Chairman of the RIMF’s Committee for the Advancement of Women
