Objectives: Planning for protection and exploitation living marine resources in order to protect, conserve, regenerate, restore and develop aquatic natural resources; effectively and sustainably exploitation of marine species in line with the requirements of international integration in association with the protection of national sovereignty and national defense and security in the seas and islands of the Fatherland. Content: 1. Collecting, synthesizing and evaluating existing information and data for planning work. 2. Survey and supplement specific data for planning work. 3. Analysis and assessment of natural conditions, results of survey and assessment of living marine resources; status of stock management, exploitation and protection. 4. Assessment of impacts of the protection and exploitation of living marine resources on socio-economic, national defense, security, environment, biodiversity and other ecosystems and natural resources . 5. Analyze and evaluate impacts of policies and orientations on socio-economic development, environmental protection and planning related to the protection and exploitation of living marine resources. 6. Forecast of scientific and technological progress and socio-economic development, climate change impacts on the protection and exploitation of living marine resources. 7. Perspectives and goals of protecting and exploiting living marine resources for socio-economic development. 8. Develop orientations for protection and exploitation of living marine resources. 9. Solutions and resources for planning implementation. 10. Building a planning map system. 11. Writing final report of planning report. 12. Building a planning database. 13. Organize consultations to collect opinions from management agencies, experts and related subjects on planning contents.
