Overall objectives: To build up a "national plan for offshore fishing development to 2020, with orientations to 2030" aiming at management of fishing vessels, fishing effort, and the fishing season to be suitable for total allowable catches of fish stocks that ensuring productive efficiency. Content: 1. Documentary collection and initial data analyzing. 2. Forecast of offshore fishing conditions until 2020, with orientation to 2030. 3. Analysis and assessment of the status of offshore fishing in the period 1997-2014. 4. Determining viewpoints and goals for development of offshore fishing by 2020, with orientation to 2030. 5. Planning approaches on development of offshore fishing until 2020, with orientation to 2030. 6. Develop systemetic solutions for planning implementation. 7. Building up some fishery maps. 8. Finishing profile and summarize the project.
